If you mean as just as a Pokémon, meaning not taking into account evolutions or anything like that, I'd say Oshawott.
If you were to take account what they evolve into and all that, well than I'd say Charizard.
Cyndaquil is pretty amazing though. I like all of the fire starters. I always pick fire first when I play a new Pokémon game.
