I had this before, and a new router put it up to average. It turns out that the router was actually the problem. I think something in it was broken or disconnected, but I don't really remember. If I were you I would check if that may be what is making your Internet so slow.

I am quite satisfied with mine. I used to be at about StingyMiser's speed, but it turned out that my faulty router was slowing the internet down drastically.
